Ethical Public Procurement, (IPDM) Infrastructure Procurement and Delivery Management

Recent policy, legislative and regulatory reform in African government institutions is focused on enhancing service delivery to all the people of Africa. Good practice procurement, contract management and fraud prevention have the capacity to increase revenue opportunities, decrease costs and enhance service delivery. Procurement professionals must conduct their business practices in the most ethical manner. Failing to abide to ethical practices can lead to immoral and illegal practices such as bribery, favoritism, illegal sourcing etc. The immediate reaction to the idea of unsatisfactory procurement ethics is that it will be damaging for public relations, if those ethics become public knowledge.     Colin worked for the Free State Provincial Government for almost 20 years. He was the Head of the Procurement Office in the Treasury and responsible for training in Supply Chain Management (SCM) of all Departments in the Free State. Colin was at Free State Treasury where he was responsible for the SCM implementation controlling and evaluating procurement and the provisioning of administrative assistance with regards to the compilation, advertisement and conclusion of tenders amongst others. He is a well-known facilitator and presented courses on Procurement, Contract Management, Asset Management and Logistics Managements amongst others to National, Provincial Departments and Municipalities. He also assisted in the updating and development of the training manuals for al SCM and Asset Management courses.
